Mitigation Monitoring and Reporting Program

This document constitutes the Mitigation Monitoring and Reporting Program for the Valley Special Reorganization in Los Angeles County, California.  It has been prepared pursuant to the requirements of Public Resources Code 21081.6, which states, among other things, that when a governmental agency adopts or certifies a California Environmental Quality Act document that contains the environmental review of a proposed project:

 

[T]he public agency shall adopt a reporting or monitoring program for the changes made to the project or conditions of project approval, adopted in order to mitigate or avoid significant effects on the environment.  The reporting or monitoring program shall be designed to ensure compliance during project implementation.

 

This monitoring program contains the following elements:

 

Mitigation Measures.  Mitigation measures are recorded with the action and procedure necessary to ensure compliance. The following table contains mitigation measures from the Final Environmental Impact Report, Special Reorganization of the San Fernando Valley Area (May 2002).

 

Monitoring and Reporting Process.  A procedure of compliance and verification has been outlined for each action necessary.  This procedure designates what action the new Valley City will take.

 

Monitoring Milestone.  This procedure designates when the new Valley City will take the action.  For most actions, the compliance date is immediately upon incorporation or within 12 or 30 months after incorporation.

 

Initials and Date.  A representative of the new Valley City shall sign and date the appropriate column when a procedure necessary to ensure compliance has been completed.

 

 

The program outlined in Table 1 has been designed to be flexible.  As monitoring progresses, changes to compliance procedures may be necessary based on recommendations by those responsible for the program.  If changes are made, new monitoring compliance procedures and records will be developed and incorporated into the program.
